I. Purpose of the Policy
The General Board of Global Ministries of the United Methodist Church (“Global Ministries”) takes its responsibility to protect and nurture Children seriously. A central tenet of the Christian faith is the inherent value and worth of all Children. Children are least able to protect themselves and are particularly vulnerable to abuse and neglect. It is therefore Global Ministries’ goal to create safe, positive, and nurturing environments for children to thrive. It is never acceptable for any Child to experience abuse or neglect of any kind. Global Ministries expects its Staff, Volunteers, and partners to always conduct themselves with the utmost integrity and professionalism. It is the expectation of our community that we will hold each other accountable and not ignore violations of this policy.
The standards set forth in this policy should inform the employment standards and expectations of Global Ministries Staff and partners who work in varying contexts around the world with Children. Global Ministries recognizes that it is practically impossible to represent the local differences in labor laws and cultural customs in a global policy. Global Ministries operates under the ethical standard that it will not knowingly violate any applicable labor and/or employment law. Where it is not possible for a local entity to apply a standard or procedure set forth in this policy due to a local law or cultural norm, the responsible area executive must consult with Global Ministries’ Child Safety Office to work out a suitable restatement of the standards and procedures for Staff and Volunteers in that specific location.
Global Ministries recognizes that no policy by itself prevents abuse or harm. Vigilance on the part of all Staff can assist in preventing abuse. Global Ministries has formed this policy to focus and aid in that effort.

This policy applies to all Global Ministries Staff, Volunteers and partners (as described in Section IX below).

All Staff and Volunteers who, in the course of Global Ministries’ operations or activities are likely to have contact with Children, must have a criminal background check before working as a Global Ministries Staff member or Volunteer. The background check should be conducted through a reputable third-party vendor. When possible, Global Ministries should also check the state’s (or equivalent for the location) sex offender registry in which Global Ministries Staff or Volunteer currently resides. In addition, such Staff and Volunteers must also provide the name and contact information for at least three references. Ideally, two of the references are professional and one is personal. Global Ministries must keep a record in a secure location of the background check results and documentation of the references provided and contacted. Accordingly, adults may not supervise Children “on the spot” without being directed to do so by the director/manager of the program/organization in an emergency and without being properly screened (background check and references being completed) and trained according to appropriate child safety standards, our policies and our expectations of them as childcare providers.

Any Global Ministries Staff or Volunteer who is likely to have contact with Children must take (online or in person) every three years a child protection training program that covers current issues of child protection and includes:
After the mandatory training, Global Ministries Staff and Volunteers must sign a certification confirming they took the mandatory training and have reviewed and will abide by this policy.

Global Ministries takes seriously all reports of child abuse and implements a survivor-centered approach to all allegations, which means that the needs and wishes of survivors guide our response, that survivors are treated with dignity and respect, and the rights of survivors to privacy and support are prioritized.
All suspected violations of this policy must be reported immediately by calling the Child Safety Office hotline at 1-888-230-2157 or reporting the violations online at www.alertline.com. In addition, the leader of the site, church or other Global Ministries’ location should be immediately informed.
Once abuse or neglect is reported, the following should be followed:
All Global Ministries Staff and Volunteers who interact with Children must be familiar with and follow the mandatory reporting laws for the jurisdiction in which they work. If assistance is needed with determining such requirements, the Child Safety Office can assist.
VII. Confidentiality
To protect all parties from further harm through exposure and to preserve the integrity of the process, Global Ministries expects that a “need to know” position will be strictly adhered to throughout the reporting and investigative process once a violation of this policy is reported. No other members of the senior leadership team are to be involved in the investigative process other than those necessary to conduct investigations or reach final determinations regarding action to be taken as a result of the investigation. It is presumed the parents or legal guardians of the victim are part of the “need to know” group unless they are themselves involved in the abuse or pose a threat.
While every attempt is made to keep issues related to reports of violations of the child safety policy confidential, absolute confidentiality cannot be guaranteed as details will need to be discussed with witnesses in the course of the investigation, the person against whom the report is made will need to be told of the report and when applicable persons in a position of authority (for example Law Enforcement and/or a clergy person’s conference/Bishop) will need to be informed.

Global Ministries will ensure adequate safeguarding measures are in place to protect Children as part of its due diligence when considering new and existing partners. As part of this process, Global Ministries will require its partners who work with Children when either using funds provided by or through Global Ministries to either adopt this policy or have its own policy, which substantially complies with and contains the core tenants set forth in such policy. In addition, failure by a partner to take preventative measures to protect Children from neglect and abuse, to investigate and report allegations in a timely manner or to take corrective actions when neglect and abuse have occurred, will constitute grounds to terminate any agreement with the partner and/or take any other corrective actions deemed necessary by Global Ministries. Global Ministries will work collaboratively with partners to build capacity to achieve these safeguarding measures and support partners where possible and necessary. Global Ministries may also require substantial compliance with this policy, incorporate this policy as an attachment to any written agreement or otherwise develop a summary of the policy’s requirements in its written agreements with vendors or independent contractors if they are likely to interact with Children in providing services to Global Ministries.

This Privacy Policy (the “Policy”) applies to the General Board of Global Ministries of The United Methodist Church (Inc.) (“Global Ministries”), United Methodist Communications (“UMCom”), and the General Board of Higher Education and Ministry of The United Methodist Church (“GBHEM”), and our respective affiliated entities (collectively “we,” “us,” or “our”). I. The Types of Personal Information We Collect
Personal information is information that identifies or is capable of identifying you as an individual. We collect personal information from you when you voluntarily provide it to us, such as by creating a user account, signing up for email updates, registering for programs and events, subscribing to newsletters, or responding to charitable appeals, surveys, and other communications. We also may collect personal information about you from your participation in our ministries; from social media networks such as Facebook and LinkedIn; and from other publicly and commercially available sources. In addition, we collect personal information passively through our Online Sites, such as via cookies and similar technologies that are used to analyze use of the sites. We may disclose each of the categories of personal information described in Section I of the Privacy Policy to the third parties described in Section III for the purposes stated therein. We may also share each of these categories of personal information for targeted advertising purposes with third parties that provide us with advertising services. No mobile information will be shared with third parties/affiliates for marketing/promotional purposes. All other categories exclude text messaging originator opt-in data and consent; this information will not be shared with any third parties.

Information to Third Parties
As a general practice, we do not share your personal information with third-party agents, contractors, service providers, and suppliers who assist in providing support and services to our entities. When we do, we require those third parties to protect your personal information in accordance with this policy and applicable laws. Data, including mobile phone numbers, will not be sold or shared with third parties for promotional or marketing purposes.

We will retain your personal information only as long as necessary to provide our Programs and Services to you, enhance your user experience, and otherwise as necessary for our operations or as permitted or required by applicable laws. We may archive your information (store it in inactive files) for a certain period prior to its final deletion as part of our ordinary business continuity procedures.

Most of our Online Sites are not intended for children under age 13 and are not designed to attract the attention of anyone under age 13. For compliance with the Children’s Online Privacy Protection Act of 1998, we do not knowingly collect personal information of children under age 13 through most of our Online Sites. If you are a parent or guardian and believe we have collected personal information about your child in error, please contact us immediately at dataprivacy@umc.org so that we can make reasonable efforts to promptly remove all personal information relating to the child from our systems.
To the extent any of our Programs and Services intend to collect personal information from children, we will include additional information regarding the applicable policies and practices for that Program or Service regarding children’s privacy.

Our Online Sites may contain links to websites owned by other entities. If you decide to use these links, you will leave our Online Sites. You have the choice of whether to access the links. We are not responsible for the privacy practices or the content of such third parties, and we make no representations or endorsements about them. This privacy policy does not apply to any third-party linked sites.

We take seriously our obligation to safeguard the confidentiality, security, and integrity of personal information we collect from and about you, and we have established and will maintain procedures that are designed for that purpose. We implement reasonable security measures to promote the confidentiality, integrity, and availability of personal information in our possession or control. Such measures are designed to protect your personal information from loss, unauthorized access, disclosure, alteration, or destruction. However, you should be aware that such security measures cannot prevent all loss, misuse, or alteration of personal information.

The European Union’s General Data Protection Regulation (“GDPR”) governs privacy practices involving individuals in the European Union (“EU”) and requires us to have a legal basis to process your personal information. Child Safety Standards
Any explicit content or child sexual abuse and exploitation (CSAE) is strongly prohibited on our application.
Compliance with Child Safety Laws and Reporting
Our app complies with applicable child safety laws and regulations.
Our app ensures all content shared within the app is appropriate for a mixed audience, including children. However, we did not design or intend for the app to be used by children under 13. User-generated content is moderated to prevent inappropriate material from being accessible.
Any CSAM (Child Safety Abuse Material) content will be automatically removed when flagged or reported through our moderation features or if we are directly contacted for this purpose. We will systematically take action to report confirmed CSAM content to the National Center for Missing and Exploited Children. CSAM consists of any visual depiction, including but not limited to photos, videos and computer-generated imagery, involving the use of a minor engaging in sexually explicit conduct.

XIII. Modifications to our Privacy Policy
To accommodate new Programs and Services and to ensure up-to-date compliance with privacy laws, we may modify this Privacy Policy from time to time. When we modify this Privacy Policy, we will notify you by posting it on our Online Sites. U.S. State Supplemental Privacy Notice
This U.S. State Supplemental Notice (the “Supplemental Notice”) provides additional information for residents of certain U.S. states with comprehensive privacy legislation and that require provision of a privacy notice (collectively, the “U.S. Privacy Laws”).

Opt-Out Preference Signals. We recognize opt-out preference signals that we are required to recognize for compliance with applicable law. Where required by U.S. Privacy Laws, we treat such opt-out preference signals as a valid request to opt out of sale and processing for purposes of targeted advertising, as applicable, for the browser or device through which the signal is sent and any individual profile we have associated with that browser or device. Further, if we know the identity of the individual from the opt-out preference signal, we will also treat the opt-out preference signal as a valid request to opt out of sale and processing for purposes of targeted advertising for such individual. Individuals may use opt-out preference signals by downloading or otherwise activating them for use on supported browsers and setting them to send opt-out preference signals to websites they visit.
Data Subject Rights
Residents of states with U.S. Privacy Laws have the following rights regarding our collection and use of the personal information, subject to certain exceptions. These rights vary by state:
Right to Opt Out of Profiling: You have the right to opt out of profiling in furtherance of decisions that produce legal or similarly significant effects (which means a decision that results in the provision or denial of financial or lending services, housing, insurance, education enrollment or opportunity, criminal justice, employment opportunities, health care services, or access to essential goods or services). Please note, however, that we do not use personal information for profiling in furtherance of decisions that produce legal or similarly significant effects.

We will not discriminate against you for exercising your data subject rights. For example, we will not deny services to you or provide a different level of quality of services to you as a result of you exercising your data subject rights.
As permitted or required by U.S. Privacy Laws, we may ask you to provide information that will enable us to verify your identity in order to comply with your data subject request. In particular, when an individual authorizes an agent to make a request on their behalf, we may require the agent to provide proof of signed permission from the individual to submit the request, or we may require the individual to verify their own identity with us or confirm with us that they provided the agent with permission to submit the request. In some instances, we may decline to honor your request if an exception applies under applicable privacy laws. We will respond to your request consistent with U.S. Privacy Laws.

We sell “covered information” as defined under Nevada law, but we generally do not disclose or share “personal information” as defined under Nevada law for commercial purposes.
